VASS Solutions is an AMI and smart utility professional services company that focuses on municipal, cooperative, and IOU utilities providing electric, gas and water services.  VASS Solutions provides AMI and Smart Utility professional services for the lifecycle of electric, gas and water utility initiatives. With over 29 years of experience in the utilities, wireless and telecommunications industries, Scott offers expertise specializing in enterprise architecture and systems integration. His 23 years as a Senior IT Manager and Executive Consultant within the utility AMI, MDMS, Mobile Workforce Management, and Enterprise Asset Management markets and engagements with SUEZ Water, Jacksonville Electric Authority, Colorado Springs Utilities, Puget Sound Energy, and Frankfort Plant Board provides him with an in-depth and practical understanding of the utility enterprise.  

Jeff Evans

Executive Consultant
 With more than 33 years of energy/utility experience, Jeff offers expertise in advanced metering and  smart utility technologies. His 15 years at ComEd and Exelon Energy Delivery and the past 18 years as an AMI and Smart Utilities Consultant including engagements with Clark Public Utilities, City of Alamo Heights, City of Anoka, OUC, SAWS, NV Energy, CPS Energy, PG&E, Elk River Municipal Utilities and City of Buffalo Utilities enables him to effectively leverage a strong utility understanding to identify and communicate opportunities for improvements that increase efficiency and profitability. 

Toni Pietrantoni

Executive Consultant
With more than 25 years of industry and consulting experience, Toni offers expertise in advanced metering, meter data management, end point installation management, work order management, and smart utility technologies. His 5 years at Elster Solutions and the past 14 years as an AMI and Smart Grid Consultant coupled with program and project management expertise has positioned him as trusted advisor to critical utility smart grid projects.  

Tom Williams

With over 30 years of professional experience in the electric, gas and water utility industry, Tom offers expertise in Smart Grid, AMI, AMR, Distribution Automation, Electric Meter Engineering/Design, Water Meter Engineering, Smart Lighting and Telecommunications Technologies. His 8 Years with Northeast Utilities, 10 years at Sensus and 7 years at Trilliant in multiple roles from Project Direction to Contract Management and Product Marketing provides for a broad vendor and Smart Grid experience.  

Dave Elve

With almost 30 years of utility industry experience, Dave offers expertise in the customer experience, customer programs and tools, advanced metering and smart grid technologies. Dave was previously responsible for customer acquisition activities for flexible billing and payment solution vendor PayGo®. Dave was named one of The 15 Most Influential People in Energy and previously served in executive roles for Smart Grid vendors Landis+Gyr, Atos Origin, and Schlumberger. Dave has shared his expertise as a consultant to gas, water and electric utilities while at Black & Veatch and Enspiria Solutions.

With over 15 years of utility experience, Dan offers expertise in advanced metering and smart utility operations, customer service and field operations. During his 12 years with Veolia North America (formerly Suez Water), Dan implemented and managed technology projects for Veolia (formerly Suez Water) including advanced metering infrastructure, customer information systems, meter data management, mobile workforce management and enterprise asset management. Dan’s unique combination of utility experience and proven track record implementing projects positions him as a trusted advisor to critical utility projects. 

Vinny Turano

Vincenzo “Vinny” Turano is a certified PMP with 9+ years of project leadership experience spanning the utility and defense industries. Vinny delivers strategic consulting and hands-on technical guidance to clients, drawing on 6 years at General Dynamics Electric Boat Division — where he led cross-functional tiger teams on high-profile nuclear submarine design projects. Vinny brings the same rigorous discipline and trusted-advisor approach to every client engagement.

Gary Lee

Executive Consultant

With over 26 years in the vendor and water utility industry, Gary specializes in advanced metering infrastructure and smart utility solutions. At Hubbell Aclara, he spent 7 years educating the industry on product offerings and managing relationships with top engineering and consulting firms, while his 9 years at Itron and Measurement Control Systems deepened his water AMI and metering expertise across municipal, cooperative, and investor-owned utilities. Combined with 9 years working at municipal utilities, Gary brings a dual perspective — understanding both the utility and vendor sides — to identify and implement the best solutions for his clients.

Joe Luzzi

Associate Consultant

Joe Luzzi delivers project management, vendor management, and end-to-end integration services in support of AMI 2.0 initiatives . Prior to VASS, Joe developed a strong operational foundation at General Dynamics Electric Boat, supporting nuclear submarine programs through supplier management, EVMS compliance, cost analysis, and procurement. Joe applies the discipline and analytical rigor gained in defense manufacturing to every client engagement at VASS Solutions.

Alyssa Stein

Alyssa Stein is a resourceful and results-driven professional specializing in strategic planning, stakeholder engagement, and logistical coordination. Alyssa applies her previous experience managing a portfolio of annual events — encompassing budgets, venue selection, vendor negotiation, and cross-functional staffing while maintaining strict adherence to client requirements and budget parameters – to deliver results that exceed client expectations.
